Why Rwanda?

Rwanda has become a regional hub for higher education and technology. Kigali hosts public and private universities and some international institutions, and the country has simple entry rules for African travellers. Many programmes are taught in English, which suits anglophone Cameroonians and francophones who are ready to work in English.

This guide explains how to choose a recognised institution, how to enter the country, how the student permit works and how to avoid scams. We checked every official page on 22 October 2026. Where we could not confirm a detail on an official page, we say so and send you to the right office.

Choose an accredited institution first

Rwanda’s Higher Education Council (HEC) regulates universities and publishes the list of accredited institutions on its website. Before you apply anywhere, check that the institution, and ideally the programme, appears there. It takes five minutes and protects you from paying for a degree that is not recognised.

Some institutions Cameroonian students look at:

  • University of Rwanda, the main public university, with programmes in many fields. Application details are published on ur.ac.rw each year.
  • Carnegie Mellon University Africa (CMU-Africa) in Kigali, which offers master’s degrees only: Electrical and Computer Engineering, Information Technology, and Engineering Artificial Intelligence. It is an option after a first degree, not straight after the BAC.
  • Private universities listed by HEC, each with its own admissions process and fees.

Pick the programme before the country. If you are still unsure what to study, our guide on choosing a field of study after the BAC or A Level will help.

How to apply

Each institution runs its own application, usually online. In general you will need your BAC or GCE A Level certificate and transcripts, your passport, a motivation letter for some programmes, and proof of English where requested. Some institutions or authorities may ask for an equivalence of your qualifications: ask the admissions office what applies to a Cameroonian BAC or GCE before you pay any fee.

Keep a table of every institution with its official link, its deadline and the documents still missing. Our step-by-step scholarship guide uses the same method and works for admissions too.

Since much of the teaching is in English, start working on it early. Houselewa has English tutors who teach online or at home in Cameroon, which can make your first semester in Kigali much easier.

Entering Rwanda

According to Rwanda’s Directorate General of Immigration and Emigration, citizens of member countries of the African Union, the Commonwealth and La Francophonie get a visa on arrival, with the visa fee waived, for a visit of 30 days. Cameroon belongs to all three.

That entry visa is for a visit. To live in Rwanda for your studies, you need a student permit.

The student permit, step by step

The student permit (category U1, “study and research”) is applied for online through Irembo, Rwanda’s government services portal. The immigration directorate lists these requirements for a new application:

  • A valid travel document with at least six months of validity.
  • A recommendation letter from the school.
  • A sponsorship letter.
  • An original police clearance certificate for students over 18.

The official page gives an application fee of 20,000 Rwandan francs and a permit valid for one year. Renewals need a valid travel document, a new recommendation letter from the school and a sponsorship letter.

Ask your university’s international office to help you with the timing, because the school letter comes from them. And keep the permit renewed on time each year.

Costs and funding

Tuition is set by each institution and can vary a lot between public, private and international schools. We do not quote amounts: use each institution’s official fee page, then add housing, food, transport, health insurance, the permit fee and a reserve for emergencies.

For funding, the Mastercard Foundation Scholars Program works through partner universities, some of them in Africa, each with its own process. Our list of international scholarships for Cameroonian students gives the official links.

Daily life

Rules in Rwanda, from traffic to waste, are taken seriously. Read your university’s welcome guide, carry your documents, and respect local regulations.

Many everyday services in Rwanda go through Irembo, so create your account early and keep your login safe. Settle your housing through the university or trusted contacts before paying anything. And remember that your first year is also about method: see our guide on succeeding in your first year at university.

Is Rwanda the right choice for you?

Rwanda can be a good fit if you want to study in English in Africa, you are interested in technology, engineering, business or health, and you like a structured environment. It may be harder if your English is still weak, if your family cannot support you for the first months, or if the programme you want is only offered by an institution that is not on the HEC list.

Talk it through with your parents before applying. Compare the total cost over the whole programme with your family’s real budget, and think about where you want to work afterwards. A degree is an investment of several years: our guide on how to apply for a scholarship step by step can help you look for funding at the same time.

A simple timeline

  • 12 months before: check the HEC accredited list and shortlist two or three institutions and programmes.
  • 9 to 6 months before: improve your English, gather certified copies of your diplomas and transcripts, and renew your passport if needed.
  • 6 to 3 months before: apply through each institution’s official portal and keep every receipt.
  • After your offer: ask the institution for the recommendation letter, prepare the sponsorship letter and your police clearance, and plan your housing.
  • On arrival: enter with the visa on arrival, then apply for your student permit on Irembo without delay.

Avoid scams

  • Check every institution on the HEC accredited list before applying.
  • Apply for the student permit only on Irembo, the official portal. Nobody needs to “buy” it for you.
  • Pay tuition only to accounts listed on the institution’s official website.
  • Be wary of anyone who promises an admission, a scholarship or a permit in exchange for money.
  • Keep your original documents yourself.

If something seems unusual, contact the institution or the immigration directorate directly before paying.
